feat: 新增微信参数配置管理 Handler 和路由（仅平台账号可访问）

- wechat_config.go Handler: Create/List/Get/Update/Delete/Activate/Deactivate/GetActive 共 8 个方法
- wechat_config.go 路由: 注册到 /api/admin/wechat-configs/*，路由层限制平台账号权限
